Does the difference change during the year?
No. Japan has no daylight saving time and UTC never changes, so the gap is always 9 hours.
Converting JST to UTC by hand
Take away 9 hours: 3:30 PM JST is 6:30 AM UTC. In your head it is easier to swap AM and PM, then add 3 hours: 3:30 PM, 3:30 AM, 6:30 AM.
Going back from UTC to JST, do the opposite.
Reading a UTC timestamp as JST time
Logs, APIs and flight plans usually carry UTC. A timestamp ending in Z is UTC, and one ending in an offset already says how far from UTC it is. These two name the same moment:
